It is certainly true that you can improve your psychic
abilities, except what most books do not want you to know it that it may take quite a long time - they make their money by

Exercises is the truth, you have to do the same things

on this experience, and not the hordes of copycat books with gorgeous illustrations by people who basically use the same words
over and over again, looking over their shoulders at the competition.
